Specifications include, but are not limited to: Guilford County Purchasing Department is soliciting proposals from qualified firms to provide residential substance use disorder treatment for pregnant and parenting women and their dependent children. Establishing these services is a part of Guilford County’s efforts to expand opioid and other substance use recovery services in the community. The County will provide a facility (lodge type setting) for these services that meets the requirements under the appropriate North Carolina Department of Health & Human Services, Division of Health Service Regulation (DHSR) and the Division of Mental Health, Developmental Disabilities and Substance Use Services requirements. The service Provider will be responsible for the licensure of the actual facility and program services. The County requires this program to be in compliance with the DHSR 10A NCAC 27G .4100 licensure rule and the proposed NC Medicaid Policy No. 8D-5, “Clinically Managed High-Intensity Residential Services – Pregnant and Parenting Beneficiaries” including Attachment D. The service provider will be responsible for transportation from the primary site to any other provider facilities as needed for treatment in coordination with the service provider. The service Provider will also coordinate wrap-around services for children of program participants.
