Specifications include, but are not limited to: The City of Torrance (“City”) is soliciting proposals to select qualified firms or teams of qualified professionals for any City-related projects and activities, including those approved in the City’s Capital Improvement Plan. Qualified firms shall provide professional services on an “on-call” basis for projects to be determined during the contract term. Up to five (5) consulting teams and three (3) principal consultants may be selected to provide as-needed services to assist the City with project studies, preliminary design constructability assessment, construction plans and specifications review, project estimates, construction support, and all services associated with project development, implementation, and completion. Services should be in conformance and compliance with Title 24 California Code of Regulations, California Building Code (CBC) (which is a volume within Title 24), other regulatory requirements, and City recommended procedures. The contract will be for a minimum 3-year term, with the option to extend two additional one-year terms. The City will issue task orders for each project based on the scope of services, qualifications, work schedule, and fee reasonableness. The City may solicit proposals from one or more pre-qualified proposers.
