MDOR is seeking support in developing a defensible, repeatable methodology to estimate the ROI across our key activities at the agency. Activities include direct enforcement activities (e.g., audits), support for voluntary compliance (e.g., contact centers) and agency support functions (e.g., human resources, finance, facilities). We believe this work will include the following: • Project kick-off meeting and fact finding • Development of reasonable “activity types” performed across the agency that can be (1) tracked easily and (2) can be connected to different tax revenue generation. • Development of methodology to estimate / allocate support functions to accurately account for the value generated by these foundational services. • Development of a methodology to connect activity type investments to tax revenue generation from voluntary compliance vs. enforcement activities and interaction between these two elements. • Creation of final deliverable / report that: o Outlines the ROI of each of MDOR’s core activities based on current data and developed methodology o Summarizes the methodology with sufficient detail to enable MDOR to replicate the analysis in the future
