The City of Buffalo is currently responsible for monitoring and reporting requirements for Bern Metal, Unity Island Landfill, Kingsley Park, Franczyck Park and 1318 Niagara Street as part of their respective Site Management Plans (SMPs) for remediation work. Each site requires varying monitoring and reporting requirements as outlined below, and therefore, will require review of SMPs, Periodic Review/Annual Reports, and other documents on record and filed with New York State Department of Environmental Conversation (NYSDEC) as part of the work performed under this proposal. Most SMPs, PRRs and other filesrelevant to these sites are available at the DECInfo Locator website or can be electronically requested by the consultant from the City. The Unity Island Landfill Closure Plan and 2022 Annual Monitoring Report, and 1318 Niagara Street 2023 PRR are included underthe Bid Posting – Related Documents. Any additional recordsthat are not available online orin the Bid Posting deemed necessary forreview priorto submission of a proposal can be requested and sent via email (pending attachment file size limits, please indicate maximum file size limits in request) or can be uploaded to an FTP site hosted by the consultant. For each site, existing work plans will need to be reviewed (and updated when applicable) to ensure the summary of the site background, previous assessment activities, and the present status of the site are accurate. Monitoring and maintenance activities scheduled for the site, the purpose, approach and procedures to be followed during the implementation of those activities will also be delineated and/or confirmed. Performance of the tasks in the existing or proposed work plans will be undertaken to meet the requirements of the site Operations, Maintenance & Monitoring (OM & M) requirements of each site. Existing QA/QC Plans will need to be reviewed for each site (and updated when applicable) in order to define the Quality Assurance measures necessary to ensure that accurate and precise data are collected during the sampling activities. The plans must conform to NYSDEC Contract Laboratory Protocols. In addition, prior to conducting any on-site activities, existing site-specific health and safety plans must be reviewed (and updated when applicable) for each site to ensure consultant worker safety while conducting on-site activities. The plans should detail personnel responsibilities, protection equipment, procedures and protocols, contingency plans, decontamination, training, and medical surveillance procedures, as well as potential problems or hazards that may be encountered. The plans should be in conformance with all applicable state and federal worker safety regulations. The health and safety plans must be completed prior to commencing any on-site activities. All field personnel implementing OMM activities at the sites must have completed at least 40 hours of hazardous waste operations-related training, as required by Occupational Safety and Health Administration (OSHA) Regulation 29 Code of Federal Regulations (CFR) 1910.120. It is the intent of the City to have one (1) qualified firm provide professional environmental services for these five (5) sites under an initial one-year contract, with an option to extend up to two additional years.
