Specifications include, but are not limited to: 1. Substantive Negotiations with BNSF that includes the following: a) Passenger service parameters—such as number of trips, travel time, schedule, and reliability—and the planned service evolution. b) Specific services to be provided by host railroad and other entities. c) Intercity train access agreements and cost of access, separate from infrastructure improvements. d) Coordination with adjoining states (WI). e) Infrastructure investments (e.g., track and signal upgrades, sidings, etc.) needed to provide adequate capacity to meet passenger rail service and performance requirements (e.g., schedule, travel time, etc.) f) Station requirements—locations, facilities required, interface with shared railroad tracks and operations and maintenance of any shared facilities. g) Contracting arrangements for executing infrastructure projects and associated costs Liability. 2. Negotiations with BNSF and any other host railroads relating to Federal Railroad Administration’s Corridor Identification and Development Program (CIDP) process. a) Coordinating scoping work to be completed by others with host railroads for updating the Service Development Plan for the NLX Project b) b. Coordinating input with host railroads on an updated project schedule to be completed by others for the completing the updated Service Development Plan c) c. Coordinating input with host railroads on an updated project budget to be completed by others for the completing the updated Service Development Plan d) d. Coordinating input with host railroads on completion of the updated Service Development plan to be completed by others. e) e. Coordinating input with host railroads on completion of the updated Preliminary Engineering and NEPA work to be completed by others.
