The Contractor shall: Provide personnel and project management. Personnel includes skilled labor, supervision, project management staff and support. Provide equipment and materials necessary to perform the work. Provide other laboratory analysis and waste disposal services, as applicable; Have access at all times to the equipment, materials and special subcontracted services required under this Bid Solicitation and the resulting Contract. Access may include leases, pre-arranged rental agreements, contracts or ownership; Have access to all of the items required under this Contract and be able to provide them in the time frames specified by the Bid Solicitation and State-Supplied Price Sheets; Respond, contain, guard, remove, load, identify, transport, store, and dispose of oil, petroleum products, hazardous substances, asbestos, low level radioactive waste, explosives, highly reactive materials, and solid waste on an emergency basis from any waters or land areas; Immediately transport and remove hazardous waste and materials to an approved Treatment, Storage, and Disposal Facility (TSDF) upon authorization by the NJDEP/Using Agency/ State on Scene Coordinator (SOSC); Handle all substances governed under the NJ Spill Compensation and Control Act N.J.S.A. 58:10-23.11 et seq. This includes asbestos, explosives, highly reactive materials and Low-Level Radioactive Materials, but excludes high level radioactive materials; Handle and remove non-hazardous solid waste on an emergency basis; Coordinate with NJDEP/Using Agency as the lead in all phases of the work, and perform duties with direct NJDEP/Using Agency - Emergency Management oversight; and Cooperate with other vendors engaged by the SOSC to perform work on site where special expertise is contractually available and not specified within this Bid Solicitation.
