Specifications include, but are not limited to: Contractor shall remove ALL trash at any given container, whether trash is found in the container or on the ground around the container. The contractor shall assume responsibility for any trash found within ten (10) feet of any side of any container. (The University will consider changing pickup frequencies if it is determined that existing pickup schedules are resulting in consistent container overloads with subsequent refuse on the ground adjacent to the containers.) The University will maintain a log of all complaint, problems, and concerns. These issues will be discussed with contractor during the “Post Performance Review” meeting in January of each year. (See also Post Performance Review Section on page 11) Performance review meetings can be held monthly if necessary. Grounds for cancellation could be, but are not limited to the following: 1. Failure to provide service and improper or unserviceable equipment. 2. Failure of the vendor to use due care in use of University equipment or property. 3. Failure of the vendor to maintain vendor owned containers in proper physical and aesthetic condition. 4. Failure of the vendor to use care in removing refuse from the containers which thereby creates an unsightly, foul odor and unsanitary condition on the ground around the refuse container. 5. Failure of the vendor to maintain a consistent schedule regarding refuse removal. 6. Failure of the vendor to remove all refuse from any given container or within ten (10) feet of the container. 7. Failure to respond to complaints or problems in a timely manner. 8. Trash removed from the University by the contractor shall be required to be disposed of at the IEP A approved Southern Illinois Regional Landfill (SIRL) located in Jackson County, IL. The University reserves the sole right to change this designation at any time. The contractor is welcome to present the University with an alternate disposal site with written justification. In the event that an emergency alternate location is utilized, notification is to be made within 24 hours to the University followed up with a written report. If clean-fill is removed from the University the contractor will provide the final location destination to the University. It is the contractor's responsibility to acquire all authorizations needed to dump clean-fill on property other than SIRL. The contractor will abide by all federal, state, and local ordinances that govern landfill removal and management. The University will not be held liable for illegal dumping by the contractor and this would also be grounds for contract cancellation. 9. Contractor shall provide location and copies of drop-off tickets for all cardboard recycling. 10. Contractor shall extend collection service to new buildings during the term of the contract at pickup costs proportional to the container charges in the basic contract. 11. The successful contractor must have, or plan to establish upon acceptance of the contract, and before contract, a full-time local representative available to service this account and to follow-up on complaints and problems. Such representative will have a local telephone number and maintain a radio or cellular service between vehicles and the representative. The service representative must be available during the hours of 7:00am and 4:15pm Monday through Friday. They must also provide the University with a local contact number to be utilized during after hours, weekends and holidays. Answering machines and/or other electronic voice devices are not acceptable. 12. The successful contractor will provide the University Recycling & Solid Waste Coordinator with a two-way communication device that will enable the representative to contact truck drivers on campus, the contractor's dispatch center, and the contractor's local representatives. This contact must be available during normal contact hours. The contractor will provide the equipment with necessary batteries and charger to the University without charge or airtime charges. 13. The contractor shall maintain an adequate safety program to ensure the safety of contractor employees, sub-contractor employees, and all individuals working under this contract. The program is required to comply with all Occupational Safety and Health Administration (OSHA) standards, and by accepting this contract is implicitly and explicitly concurring that during the period of the contract that the contractor will either meet or exceed all safety and training standards. 14. Southern Illinois University reserves the right to inspect any or all contractor vehicles for compliance with safety standards, and to refuse access to the campus for unsafe vehicles. Unsafe vehicles will not be used on the campus until repaired or replaced by the contractor. To ensure minimum safety, all vehicles must be equipped with back-up audible warning devices capable of emitting a warning of at least 95dB at the truck. In addition, all drivers of vehicles must have a valid driver's license for the class of vehicle, which they are operating. Vehicles licensing and certification must comply with all applicable Department of Transportation (D.O.T.) requirements. 15. Any damage, including damage to facilities, equipment and surfaces shall be repaired to the University's satisfaction at the contractor's expense. 16. The successful contractor will submit to the installation of GPS units on vehicles used on Southern Illinois University properties. Cost of unit and installation will be at SIU's expense. 17.
