Specifications include, but are not limited to: This RFP seeks to address affordable housing needs in Polk County. Polk County intends to increase the supply of workforce housing for households making 120% or less of area median income. Both for-profit and not-for-profit developers are encouraged to apply for this funding. The available funding must be used as gap funding for developments that have or are expected to have other affordable housing funding sources. Eligible proposals requesting multifamily development funds must provide a minimum of fifty (50) affordable rental units per project. If awarding funds to for-profit developers, funds will be awarded as a loan secured by a recorded subordinate mortgage and note. For non-profit developers, funds will be awarded as a forgivable loan secured by a recorded subordinate mortgage and note. In responding to this Request for Proposal provide proof of developer experience in developing affordable rental housing, proof of financial capacity, evidence of site control (or contract for sale), and proof of ability to proceed with the proposed project. The loan awards will be contingent upon the applicant’s project being fully funded by all other sources being pursued. Polk County, in its sole discretion, may choose to award funds to one applicant, or multiple applicants. Polk County may choose to provide funding to none of the applicants or request additional information or documentation prior to making an award. The final selection of the eligible affordable housing project (s) shall be approved by the Polk County Board of County Commissioners. The Polk County Board of County Commissioners shall also approve the written development agreement and related loan documents (“Contract”) for any eligible project (s) that is/are awarded.
