Specifications include, but are not limited to: A. Confirm and/or modify the official public commitment to Vision and Outcomes with Board of County Commissioners and stakeholders. B. Consider equity a priority throughout all aspects of data collection, analysis, strategies and project identification and recommendations. (new to 2024 TSAP) C. Consider all travel modes in both the urban and rural areas. D. Include County-led public involvement (see Supplemental Information section for details). E. Assess current policies, programs and progress made toward the 2016 Vision. F. Conduct a bicycle and pedestrian risk assessment. (new to 2024 TSAP) G. Identify and assess current safety issues and locations identified through data and community input, for both urban and rural roadways. H. Propose solutions to address high-crash locations and high-risk facilities within the County including regional, county, and state facilities. I. Propose strategies and countermeasures to address common causes of crashes such as speeding, visibility, driver impairment, roadway departure, etc. J. Identify emerging policies, practices, and applications to help advance the County’s safety goals for both urban and rural areas.
