Please note: This is a Sole Source Notification. Specifications include, but are not limited to: The Washington State Department of Health (DOH) contemplates awarding a sole source contract to Agilent Technologies to procure an Ultra High Performance Liquid Chromatograph (UHPLC) system. The DOH requires this sole source purchase because the Biotoxin laboratory currently has an aging Agilent HPLC instrument for detecting the toxin (Domoic Acid) that causes Amnesic Shellfish Poisoning (ASP). A replacement is needed for redundancy in detecting Domoic Acid (DA) analysis because if an instrument goes offline due to age, there is no secondary system to report client samples. The replacement system we are looking to purchase through Agilent is identical to the UHPLC we have in house, further standardizing our lab and allowing for a smooth onboarding of the new unit. If ASP toxins in shellfish approach levels that are unsafe for consumption and an issue arises with our instrument that can detect ASP toxins, shellfish growers would not only lose thousands of dollars by not being able to open shellfish growing areas, but this also poses a greater risk to public health if toxins are present in areas that can’t be tested during this instrument down time. Instruments can remain inoperable for up to a week or longer depending on when our service provider is able to schedule a technician to fix the issue.
