Specifications include, but are not limited to: repairs to all Spartan Fire Apparatus and Heavy Rescue Equipment. Aerial device repairs performed must meet all OEM and NFPA 1911: Apparatus Maintenance Standard (2017). During the life of the contract, should a standard update take effect, it shall take precedence and apply to this work. Equipment, to include but not be limited to: Spartan Metro Star Fire Pumper 1500 GPM 2015 Two (2) each 2017 Five (4) each, 2018 Four (5) each, 2019 Nineteen (18) each 2020 Six (6) each 2021 Five (5) each 2023 Three (3) each Spartan Metro Star Pumper Squirt 1500 GPM 2019 Three (3) each 2020 Two (2) each Spartan Gladiator Heavy Rescue Unit 2018 One (1) each Spartan Metro Star Tiller Ladders 100 Ft 2020 Four (4)Each The Department of Fleet Services expects to purchase Spartan Metro Star (6) Tiller Ladder trucks in the very near future as well as (5) Spartan Metro Star Pumpers 2.2.1 REPAIR AND REPLACEMENT: Repair is the work necessary to restore a fire apparatus or component to sound condition after failure or damage. Replacement is the work necessary to remove an unserviceable item and install a serviceable counterpart in its place. Original equipment manufacturer (OEM) parts and supplies shall be used on repairs and replacements required on equipment in this contract. If the Seller has an emergency or other time constraint that warrants a request for a waiver from OEM parts, the provisions of section 2.3 “Parts and Materials” below shall apply. 2.2.2 RE-ASSEMBLY: The Seller shall ensure that all re-assembly tasks performed after any required repair maintain the vehicle’s OEM configurations as originally received from the manufacturer. System examples include, but are not limited to, the wiring and clamping, pump system pressure and flows, hydraulic system pressures, hose and orifice sizing, ladder table and ladder mounts. Work will normally be performed during regular working hours, Monday through Friday, 8:00AM - 4:30PM. 2.2.3 The City of Philadelphia, Department of Fleet Services (DFS) will contact the Seller when repairs or replacement services are required to vehicles as listed herein. Seller shall give repairs to the Heavy Rescue Vehicle priority turn around repair time. 2.2.3.1 Safety Inspection Repairs: The Department of Fleet Services (DFS) will contact the third-party test inspectors for any regularly required safety inspection/certifications. When safety discrepancies are discovered during the inspection process, DFS will contact awarded Seller for repairs required by inspectors. 2.2.3.2 The Department of Fleet Services (DFS) will inspect damaged vehicles. If it deems the damage will require repair by awarded Seller, the repair shall include third party test inspection as specified in Section 2.12.1.3, below. 2.2.3.3 Seller shall provide under the questions tab in PHL Contracts the Name and Phone #’s including cell number and email address of Sellers contact for City to contact for service. 2.2.4 Scheduled units can be driven to the Seller’s site for required services by City operators or by Seller employed operators. When Seller operators are used to transfer the aerial device apparatus to the Seller’s site, the transportation charge shall apply. 2.2.5 Labor time will be computed from arrival at facility to departure, rounded to the whole hour. 2.2.6 After work is completed on the vehicle, the Seller will notify the OFM Fleet Maintenance Supervisor.
