Specifications include, but are not limited to: The assigned counsel administrator shall provide all services, including but not limited to, support staff, office space, technology, and all related services necessary to timely and efficiently appoint legal representation for persons identified in the first paragraph of County Law Section 722 that are not otherwise able to be represented by the Steuben County Public Defender’s Office. The assigned counsel administrator shall accept referrals from the Steuben County Public Defender’s Office and shall, if the assigned counsel administrator determines that the applicant is financially eligible, appoint an attorney to represent that applicant. Three (3) year average number of assignments: criminal cases – 433/year; family court - 401/year; appeals – 28/year; ineligible cases screened – 158/year. The assigned counsel administrator shall maintain a list of all attorneys eligible for assignment and shall appoint an attorney for each eligible applicant based upon the complexity of the case; the experience and expertise of the attorney and other appropriate factors. The assigned counsel administrator shall receive, review, and if appropriate approve all written requests and vouchers for payments submitted by the assigned attorney and shall forward all approved vouchers to the appropriate Judge for review and approval. All such vouchers that have been approved by both the assigned counsel administrator and the court shall be forwarded to the Steuben County Auditor for payment. The assigned counsel administrator shall not accept any assignments, nor shall he/she appear in any cases, for applicants that have been referred to the assigned counsel administrator’s office for assignment. The assigned counsel administrator shall maintain records of all assignments, caseloads and vouchers, and shall report such statistical information to the County Manager on a monthly basis. The assigned counsel administrator shall be responsible for quarterly reimbursement billing to the Office of Indigent Legal Services (ILS) and work with ILS on any supplemental information they need for the reimbursements to be received by the County. The assigned counsel administrator shall be responsible to fulfill any and all ILS grant requirements (April of each year) and acknowledges that ILS may require additional information or grant information at any time and it is the duty of the administrator to work with ILS and complete each request...
