The Materials Innovation and Recycling Authority (“MIRA”) is a State of Connecticut (“State”) quasi-public entity created pursuant to Public Act 14- 94. MIRA is responsible for the planning, design, construction, financing, management, operation and maintenance of solid waste disposal, volume reduction, resource recovery and related facilities considered to be necessary, desirable, convenient or appropriate in carrying out the State’s solid waste management plan. In July 2022, MIRA made the decision to close its Resource Recovery Facility (“RRF”) located in Hartford, Connecticut, one of the facilities owned by MIRA. Ancillary to that Resource Recovery Facility is a Jet-Turbine Peaking Facility (the “JTF”) which MIRA acquired from Connecticut Light and Power in 2001 when it acquired the RRF site. The JTF has historically provided supplemental revenue used to support MIRA’s core business of providing waste management services. After June 1, 2023, MIRA plans to conduct one or more public solicitations for the sale of assets related to MIRA’s Jet Turbine Facility. Via this current Request for Information and Expressions of Interest (“RFI”), MIRA seeks to accomplish 3 goals related to the upcoming public solicitation(s) for sale of JTF assets. Public notice regarding final operation of the Jet Turbines (Further detailed in Section 2); Request for Expressions of Interest both to witness one or more final operation of JTF and to receive announcements regarding upcoming public solicitation(s) related to the sale of JTF assets (as detailed in Section 3); and Request for Information related to upcoming public solicitation(s) related to the JTF assets (as detailed in Section 4)
