Specifications include, but are not limited to: The Successful Responder shall furnish all labor, equipment, and materials necessary to perform all the design and engineering services as described. The Successful Responder shall furnish an online collaboration portal capable of supporting iterative processes and stakeholder inputs throughout the design process. The Service Area to be designed is identified in Figures 1.0 and 1.1 on pages 8 and 9 of this RFQ. Services shall include complete design services, including, without limitation, the following: I. Data Preparation - 2 weeks (10 working days) 1. Establish approved design area boundaries. 2. Obtain any/all desired Town GIS data. 3. Obtain any/all desired vendor supplied or publicly available data. 4. Perform data improvement analysis to show as accurately as possible: a. where the network subscribers, locations, and endpoints are located, and b. candidate paths that are available to run cable along and candidate points along the path at which components can be placed. 5. Resolve and eliminate any/all duplicate demand points. 6. Correct any data discrepancies to establish an initial design dataset approved by the Town. II. High Level Design (HLD) - 2 weeks (10 working days) 1. Develop OSP network design elements using an iterative process of refinement with the Town. 2. Document and obtain Town approval for an efficient schematic design architecture capable of meeting the Town’s requirements. 3. Develop schematic design solutions using iterative algorithmic operations to improve efficiencies to identify a preferred HLD in software. 4. The approved HLD shall include: a. An online graphical map view with element layers, b. Standard geospatial file outputs, and, c. A complete Bill of Materials (BOM) including all OSP network elements and unit counts. NOTE: Respondents desiring to minimize or eliminate HLD outputs and costs may present options describing a streamlined process, including how initial design parameters and feasibility data will be developed to inform field validation as the initial process. Sufficient response detail shall be included to document how the low level design outputs described in this RFQ can be achieved using shorter project timeframes and at reduced costs using this method if a Respondent desires to use such a method. III. Field Validation – 4 weeks (20 working days) 1. Conduct iterative design improvement meetings with project stakeholders to improve and assure final design constructability. 2. Perform design walkouts using approved engineering and survey standards and practices. 3. Document walkout findings in the collaboration portal for all stakeholders. 4.
