Specifications include, but are not limited to: The project scope is divided into two parts: 1) analysis of local unassisted housing market conditions, and development of a database; and 2) computerized system to retrieve housing data for use in determining rents for units leased under the HCV program. HANO shall require an automated system to conduct rent reasonableness studies that will provide our agency with a HUD compliant comparability study. This system must be a web-based system that will use local market comparable (“comps”) rental rates to assist HANO with rent reasonableness determination. The contractor shall provide its methodology and analysis of housing data used in determining rents for units leased under the HCV program. The information must be disclosed to HANO, participating landlords and vendors upon request. Also, the contractor shall provide training and ongoing technical support to HANO throughout the duration of the contract. The contractor shall furnish sufficient organization, personnel and management staff with the necessary skill and judgment to prepare an analysis of local unassisted housing market conditions and develop a database and web-based computer system to retrieve housing data for determination of rental units leased under HANO’s Housing Choice Voucher (HCV) Program. The contractor shall provide services that include but may not be limited to the following: Housing Market Analysis 1. Identify housing submarkets in the City of New Orleans, based on a review of factors including the following: a) Demographic, socioeconomic, and other data b) Census tract c) Housing stock characteristics, including age and condition d) Local planning agency definitions of neighborhoods and planning districts e) Local real estate industry definitions of housing submarket areas 2.
