Specifications include, but are not limited to: 1. Serve as liaison and advisor to the County Representative on the 44 Special Dependent Districts established by the Board of County Commissioners and other issues relating to special districts. 2. Work directly with Special Dependent District elected/appointed officials and staff, staff of other Hillsborough County elected officials as required, the Hillsborough County Attorney's Office and Hillsborough County staff to assure that Special Dependent District conduct activities that conform to requirements of state law and County ordinances. This includes, but not limited to, advising districts as to annual budget requirements, annual financial statement requirements, interpretation of their ordinances, record management maintenance and oversight, monitoring the removal and appointment of trustees for the County's Trustee Database and the State Commission on Ethics database. Included in this is reviewing annual district budgets and financial statements for conformity to State law, local ordinances, and generally accepted accounting principles. Maintain a centralized file system for documents/correspondence regarding these districts and assist County Representative in replying to Public Record Requests. Prepare and distribute educational materials such as forms and booklets and instructions relating to district management and compliance with laws and ordinances. The Consultant will advise the County Representative if a Special Dependent District requires special intervention to avoid penalties established by law.
