Specifications include, but are not limited to: • Prepare a Preliminary Engineering Report (PER) outlining findings, recommendations, and proposed solutions that included the following o Conduct a thorough assessment of the existing building conditions, including structural integrity, mechanical and electrical systems, plumbing, and site conditions. o Identify deficiencies, deterioration, and areas in need of repair or replacement. o Develop conceptual designs and schematic drawings illustrating proposed rehabilitation measures and improvements. o Estimate project costs, including construction, materials, and professional services. o Provide expertise in historic preservation, if applicable, and ensure compliance with relevant guidelines and standards. o Collaborate with stakeholders, regulatory agencies, and community members as needed throughout the project. o List permits required for the proposed project and provide the timeline to obtain the permits o Provide the proposed method of Construction Procurement, and the number of construction contract anticipated o Provide a Project Schedule in terms of Months • The PER shall be in the format required by the Economic Development Administration Application Supplement for Construction Programs attached to this RFQ
