Specifications include, but are not limited to: Submitters selected pursuant to this RFQ will serve as part of a team of eligible qualified providers of financial advisory services to MISD. The Financial Advisors selected pursuant to this RFQ may be appointed from time to time to undertake assignments on various financing transactions at MISD's sole discretion. MISD does not guarantee that work will be assigned to any Submitter. To fulfill its mission, MISD needs Submitters to (1) provide strategic financial assistance to MISD for development and refinement of its debt programs; (2) assist MISD in evaluating the cost of capital for taxpayers via its interest and sinking property tax rate; (3) provide financial advisory services on particular financings or District initiatives; (4) advise and assist MISD from time to time in conducting market research to determine demand for financings or financing products; (5) evaluate and structure current and/or future financings; (6) analyze proposed financings submitted to MISD to meet the capital needs of the District or pay down debt; and (7) advise MISD regarding its debt portfolio and perform regulatory compliance tasks on behalf of the District. The Submitter will provide technical support to MISD, undertake quantitative analyses and prepare financial models relating to proposed MISD transactions. The Submitter will develop and enhance relationships with credit providers and rating agencies, in addition to coordinating all requests for financing transactions of MISD. The Submitter may also be requested to assisting in the development of an evaluation methodology for assessing underwriters and other service providers serving on MISD financing transactions. Some services required under these engagements will be compensated at a fixed cost by MISD. The complexity, scope and need for all engagements will be determined on a case-by-case basis by MISD.
