Specifications include, but are not limited to: The DOER is seeking expert consulting services, including technical expertise, to support DOER’s external engagement with stakeholders, including all Commonwealth’s energy consumers. DOER is part of the Massachusetts Executive Office of Energy and Environmental Affairs (EEA) which seeks to protect, preserve, and enhance the Commonwealth’s environmental resources while ensuring a clean energy future for the state’s residents. EEA published the 2025/2030 Clean Energy Climate Plan (2025/2030 CECP) and the 2050 CECP, identifying comprehensive and detailed strategies to achieve emission limits in 2025 and 2030 and Net Zero in 2050. DOER is responsible for several of these strategies and works with other state agencies to support the completion of others. All the Commonwealth’s clean energy strategies will require the equitable engagement of our communities and stakeholders. DOER strives to use best practices for community engagement efforts when developing and implementing programs. To improve our engagement practices, DOER seeks to develop and implement an engagement strategy that includes but it not limited to: • Defined marketing strategy to communicate DOER’s role in the clean energy transition to the public and energy consumers • Best practices for public engagement for DOER policies and programs with specific attention to Massachusetts environmental justice communities and language access • Clear language explanations of DOER policies and programs • A redesign of public facing materials, including o Organization and content provided on the DOER website available at https://www.mass.gov/orgs/massachusetts-department-of-energy-resources o Templates for publicly distributed materials such as PowerPoint presentations, reports, marketing documents, educational materials, flyers, etc. All work completed under this project must integrate with other state efforts on clean energy and climate marketing campaigns, including but not limited to MassSave ©, “Clean Energy Lives Here” by Massachusetts Clean Energy Center (MassCEC), and ongoing marketing work by EEA.
