The Construction Manager will assist Kent County and the selected A/E team through these phases: Pre-Construction and Design Contractor Bidding and Awarding Construction Construction Close Out The CM’s services will include, but are not limited to, the following: Pre-Construction, Design, and Permitting Document Phases o Document review via Bluebeam Studio sessions o Design collaboration o Constructability review and input o Continuous cost estimating for SD phase, milestone cost estimating for DD, and CD phases o Onboarding select trade subcontractors for design input, which may include designassist o Meeting facilitation with subcontractors and design team of specific inter-related building systems such as building envelope, mechanical, etc. o Master scheduling o Construction logistics planning o Early bid package identification and management for schedule efficiency Bidding Phase o Manage and implement the procurement process. o Assist in evaluating bids. o Prepare all trade contracts and associated documents. o Secure building permits and other governmental agency approvals and advise Kent County of the same. Construction Phase o Provide full-time field coordination o Manage all construction contractors in the field o Cost estimating o Construction scheduling o Manage shop drawing and submittal process o Conduct all progress meetings o Prepare monthly status reports to the Owner o Track and review permits and approvals o Coordinate and monitor all safety programs. o Coordinate completion of punch lists, final inspections, Kent County’s acceptance and occupancy. o Coordinate with any and all Owner-provided fixtures, furniture, and equipment vendors. Post-Construction Phase o Conduct training sessions regarding the operation and maintenance of technical equipment. Video record with audio all training sessions for Kent County’s future use. o Ensure Kent County’s responsibilities for maintenance and warranties is clearly defined. o Assist selected A/E team with preparation of manufacturers’ operation and maintenance manuals for all equipment, all close-out documents and all guarantees and warranties. o Provide follow-up at 11 months after substantial completion to identify and correct any warranty items prior to expiring. Required Reports and Consultations During Construction o Prepare documents and attend meetings at each stage of the project for approval, consultation, and change as necessary. o Participate in bi-weekly project team meetings. o Participate in work sessions, formal presentations, and meetings required or requested by Kent County or other applicable entities. Page 5 of 12 o Provide bi-weekly written reports to Kent County’s project team describing the work accomplished to date or any unusual problems encountered and inform the project manager of any circumstances which might delay the work and/or cause problems or operational issues in the future.
