Specifications include, but are not limited to: The Rental and Utility Assistance Program provides case management services and financial assistance through an Eviction Prevention Portal to Pierce County residents who are low-income and at risk of eviction. The Eviction Prevention Portal is a portal in which tenants can apply for services online and participate in a basic eligibly screening. All eligible tenants are referred to a program provider through the Eviction Prevention Portal. Pierce County Human Services completes prioritization for most vulnerable households and refers to providers based on monthly requested referrals. All referrals, documentation of tenant eligibility, and case updates are entered into the Eviction Prevention Portal. The portal also verifies tax identification numbers for landlords through the IRS database and checks for duplicate applications and provides a risk assessment for potential fraudulent requests. Case Management is defined as a professional and collaborative process that assesses, plans, implements, coordinates, monitors, and evaluates the options and services required to meet an individual or household’s needs. Case Management must be done at least monthly, but may require additional meetings, reminders, emails, and texts and may also require accompanying households to meeting with other services based on individual needs. Case Management services must be trauma informed and culturally responsive. Case Management services includes reviewing household budgets, financial management, referrals to mainstream benefits and community resources, income and employment supports, mediation and landlord communication supports, and other needs as identified by household. Respondent MUST refer household to outside agencies for additional needs and services they are not able to provide. Outreach events are an important component of the Rental and Utility Assistance Program. Outreach events allow equitable access for low-income households to apply for services. Outreach events include but are not limited to Pierce County Libraries, affordable housing complexes, community events, and culturally responsive venues and locations. Pierce County Human Services coordinates outreach events based on provider availability and community need. Respondent would attend outreach events and provide assistance to households seeking services.
