Specifications include, but are not limited to: 1. Summary Statement 1.1. The Maryland State Police Aviation Command (MSPAC or the "Department") is issuing this Request for Information (RFI) to aid in the procurement of a Mission Management System to upgrade in the AW139 Helicopter fleet. 1.2. The purpose of this solicitation is to procure a state-of-the-art commercially available COTS application to provide map data and mission management capabilities to flight crews during public safety operations. 2. Background and Goals 2.1. The Maryland State Police Aviation Command provides statewide airborne public safety services including Medevac, Airborne Law Enforcement, Search and Rescue, Disaster Response, and Homeland Security Missions. 2.2. The Command has a requirement to replace the current mission management system. The mission management system is responsible for providing map data, recording incidents, and assisting air crew with coordinating ground response to major incidents. 2.3. Goals 2.3.1. The new mission management system will: 2.3.1.1. Increase aircrew efficiency, 2.3.1.2. Improve operational capabilities, and 2.3.1.3. Document incidents for review. 3. Responsibilities and Tasks 3.1. The State has a requirement to replace the current EuroNav 5 system in the AW139 with a modern mission management system which will increase aircrew efficiency, operational capabilities, interoperability, and post incident review. 3.1.1. The State has a requirement to replace the mission management system on a total of ten (10) Leonardo AW139 helicopters. 3.2. The proposed mission management system shall perform simultaneous transmission of the video image from the MX15 Surveillance system to ground users and receipt of tactical data from the ground for flight crews to use. 3.3. The primary sensor will be the existing Wescam MX-15i. Information is currently transferred from the map and the camera via moving map interface using RS232. Software can be adjusted to provide Real-time Control System (RCS) via the RS232. If ethernet control is required, please provide details in the Technical Proposal regarding the writing modifications required. 3.3.1. Contractors should note that it is possible to add ethernet to the MX15i, but will require rewiring the aircraft in addition to software changes on the MX15i. 3.4. The proposed Mission Management System will consist of three major component systems. A mission computer, a datalink, and a operator’s station. 3.5. All necessary engineering and FAA approval for installation and an installation kit for each system. 3.6. Components of the Mission Management System must perform the following functions (required)
