Specifications include, but are not limited to: The successful Proposer will develop and administer the NACE and MACE to ensure that each Candidate is provided testing to determine eligibility for certification. Contractor shall develop and utilize a psychometrically sound examination and shall maintain the security of both examinations. The requirements for the examinations are defined in section 2.2.2 of the attached Sample Statement of Work (Exhibit A to Attachment A). NACE consists of two parts: a written exam, and a clinical skills evaluation. MACE consists of a written exam. The successful Proposer will provide all personnel, labor, equipment, materials, services and supplies necessary to provide both the manual and written portions of the examination for OSBN’s NACE and MACE programs. Consistent with federal and state mandated requirements, Contractor shall develop, schedule, and administer the respective examinations to Candidates in Oregon and report examination results. The successful Proposer will adopt technologies that enable OSBN to improve its efficiencies and reduce its costs. Contractor shall provide OSBN staff access to Contractor’s database and shall enable OSBN staff to transmit data electronically to Contractor as much as is possible to reduce costs, potential for errors, and increase customer service through speedy processing. The database used by the Contractor must provide accurate detail and summary data for decision making and management reporting. OSBN reserves the right to collaborate with the successful Proposer to administer examinations in languages other than English for Candidates whose first language is not English. Successful Proposer will be required to establish processes that account for the audience or person’s educational, linguistic, or cultural background and apply accepted cultural competency protocols.
