The contractor shall provide Interstate Process Server Services for the Department of Social Services, Family Support Division (FSD) – Child Support program in accordance with the provisions and requirements stated herein and to the sole satisfaction of the state agency. This is a non-exclusive contract for the purchase of interstate process server services for the Department of Social Services, Family Support Division (FSD) – Child Support program (hereinafter referred to as the state agency). The state agency reserves the right to purchase services awarded under this contract from alternative sources, if deemed to be in the best interest of the state agency. The contractor shall provide interstate process server services within each state of the contiguous United States, including the District of Columbia. The contractor shall not be required to provide process server services in the State of Missouri. However, if the contractor discovers that an individual to be served has relocated to the State of Missouri, the contractor may provide process server services in the State of Missouri. In the event that an individual has relocated to the State of Missouri the contractor shall notify the state agency within three business days. The contractor shall assist the state agency in the serving of legal process to custodial and non-custodial parents, alleged parents, and individuals/employers designated by the state agency. The contractor shall understand and agree that the Attorney General’s Office (hereinafter referred to as the AGO) will use the contracted service outlined herein when the AGO has an active IV-D case referral from the state agency. The contractor shall either provide the process server services directly or shall provide a person/personnel who must comply with the requirements stated herein. Therefore, references to “the contractor” throughout this document shall also be deemed to include the person/personnel provided by the contractor. The contractor’s personnel and all backup staff shall complete Attachment 2, Access Request Form and Attachment 3, Confidentiality and Information Security Agreement, including disclosure of Social Security Numbers, to obtain a secure individual dss.mo.gov email address. The contractor and the contractor’s personnel shall not share their assigned passwords with any other person, nor sign on with the intent to allow any other person to access and use their assigned dss.mo.gov email address. The contractor shall communicate by email with the state agency only through the dss.mo.gov email address. The contractor shall not include any client identifying information in the subject line of any email, such as names, department client numbers (DCNs), or social security numbers (SSNs). The state agency estimates that approximately 1,600 legal process documents may require interstate process server services on an annual basis. The contractor shall provide services on an as needed, if needed basis. The State of Missouri does not guarantee any usage of the contract whatsoever. The contractor shall understand and agree that any state agency of the State of Missouri may participate in the contract, but that the contract does not require mandatory participation by any state agency. The contractor shall understand and agree that the contract shall not be construed as an exclusive arrangement and if it is in the best interest of the State of Missouri, a state agency may, at its own discretion, obtain alternate services elsewhere. Contractor’s Obligation: Unless otherwise specified herein, the contractor shall furnish all material, labor, facilities, equipment, and supplies necessary to perform the services required herein.
