Specifications include, but are not limited to: • Phase 1: Conduct a comprehensive pre-assessment of the current special education system design, structure, and established processes to identify specific tasks to be included in the project proposal. • Phase 2: Identify an alignment between the structural supports and continuum of services available for students with disabilities and the district’s strategic plan. • Phase 3: Provide recommendations for changes that are actionable, evidence-based, and will improve the efficiency and effectiveness of services for Knox County Schools’ students receiving services and their families. • Phase 4: Work in partnership with the Knox County School District to integrate recommendations into a three-to-five-year strategic plan for special education programming.
