As part of the City of Atlanta's (City) ongoing initiatives to meet the requirements of the Second Amended Consent Decree (SACD), the City has planned the South Utoy Trunk Relief System and Sewer Replacements – Project 1B to meet the performance criteria in the First/Second Amended Decree. Those criteria include increasing the capacity of the sanitary sewer system to convey additional flow resulting from a 2-year, 3-hour design storm event without Sanitary Sewer Overflows (SSO's). The proposed improvements in this project include replacement of capacity-limited segments of the south Utoy Creek Basin Outfall and Trunk sewers. The City intends to implement improvements using a Fixed Price Design/Build delivery method (DB) as described in the Agreement.
