Specifications include, but are not limited to: The City of Palo Alto Utilities (CPAU) is issuing this Request for Proposal (RFP) to provide technical assistance for home electrification in support of current programs that contribute to the S/CAP goal for all-electric homes throughout Palo Alto by 2030. The electrification expert will support several CPAU efforts including the Full Service Heat Pump Water Heater (FS HPWH) Program by providing assistance to HPWH Program customers that have been disqualified from the program due to challenging site constraints, as well as providing assistance to customers constructing new homes, and potentially also supporting HPWH Program customers who opt to full electrify their homes. CPAU intends to award a contract to an expert in home electrification who can perform Home Electrification Assessments, create Home Electrification Plans, and provide expert guidance to homeowners with challenging circumstances for gas water heater replacements. The City seeks third-party program proposals to provide expert technical assistance through Home Electrification Assessments, Home Electrification Plans, and targeted guidance to homeowners with challenging circumstances for replacing gas appliances. The electrification expert would provide support in the following three areas: 1. Electrification Efficiency Evaluations for new home construction; 2. Home Electrification Plans for customers replacing gas appliances in an existing home; and 3. Home Electrification Troubleshooting and Advising for customers who have been disqualified from the FS HPWH program due to challenging circumstances.
