Specifications include, but are not limited to: A. PHASE I – SITE INVESTIGATION AND DATA COLLECTION Work shall include, but not be limited to, the following: 1. Inspect the corridor, including the proposed alignment and trail facilities, obtain additional necessary data (as determined by the Contractor), and analyze the existing conditions. 2. Draft field notes with recommended designs and present to the Township for review. 3. Attend approximately three (3) to five (5) meetings with Township staff and project managers to review progress of site investigation. B. PHASE II – DESIGN DEVELOPMENT Work shall include, but not be limited to, the following: 1. Conduct three (3) to five (5) meetings with the Project Team designated by the Administrator throughout Phase II. 2. Hold initial meetings with regulatory agencies (including but not limited to the PA Department of Environmental Protection, PA Department of Transportation District 05, PA Historical and Museum Commission, etc.) to identify potential project requirements. 3. Develop preliminary design documents based on Township approved trail alignment during Phase I. 4. Review preliminary design files with the Township to reconfirm scope of work for entire site renovation., including Contractor’s recommendation for Dauphin Street crosswalk at Alternate locations B-1 or B-2. 5. Develop the conclusive design for the preferred concept, accompanied by preliminary cost estimates. 6. Attend approximately three (3) to five (5) meetings with Township staff to review the design concepts and to reconfirm scope of work for the entire site renovation. 7. The Contractor may be required to facilitate and provide presentations of the proposed trail with a public feedback survey. Plans presented to the public should include alignment maps, concept plans and renderings. C. PHASE III – TECHNICAL SPECIFICATIONS AND DRAWINGS Work shall include, but not be limited to, the following: 1. Create comprehensive construction documents and design specifications for multiuse trail and street crossing, incorporating essential soil testing to identify and document any constituents that surpass clean fill standards, if applicable. Include this information in the contract drawings for reference. Define whether the Contractor will need to provide a Health and Safety Plan to address non-clean fill constituents. 2. Perform field topographic survey and provide field construction topographic and alignment control points. 3. Perform hydraulic studies to evaluate potential floodplain impacts and prepare permit applications (permit fees will be paid by the Township, estimated costs to be detailed in the cost proposal). 4. Perform wetland surveys. 5. Develop design plans, construction specifications, contract documents, and cost estimates to ensure safe pathways for pedestrians and cyclists. Aim to minimize expenses, enhance safety, optimize sight distance, and reduce environmental impact. 6. Acquire PADEP, USACOE, LCCD, NPDES, PennDOT, PHMC permits and necessary DCNR and DCED (funding sources), and Township approvals. 7. Contractor is alerted that since DCNR and DCED are funding sources, contract plans and specifications shall be subject to their requirements and will be reviewed and approved by the funding agencies prior to releasing the construction documents for bidding. Contractor shall consider the reproduction and related costs for complete additional plan and specification sets to be reviewed by the funding agencies.
