Specifications include, but are not limited to: With the FR-CARA grant, ADAD and its partners will be expected to support first responders and members of other key community sectors by expanding training, distribution of naloxone, and/or other FDA approved overdose and reversal medications. ADAD and its partners will be expected to develop practices and procedures for warm hand-off referrals to treatment, recovery, harm reduction, and other psychosocial support services, as well as expand safety education about fentanyl, synthetic opioids, and other drug trends associated with overdoses. Additionally, the grant will support activities such as public education regarding applicable “Good Samaritan” laws, implementation or expansion of culturally appropriate processes and treatment referral mechanisms, in addition to the formation or expansion of an advisory committee to provide ongoing program guidance throughout the projects four years. Resource mapping in the catchment area will be required to identify community assets or anchors, strengths, needs, and gaps to best develop overdose prevention goals in line with SAMHSA’s Strategic Prevention Framework and with evidence based and trauma informed care practices. A major focus of the activities will also include increased or enhanced access to services for underserved groups in the community in accordance with Culturally and Linguistically Appropriate Services in Health and Healthcare (CLAS) Standards.
