Specifications include, but are not limited to: The successful firm will be expected to deliver a report to Louisville Metro Council Government Oversight/Audit and Appointment Committee (GOAAC) detailing their findings, observations and recommendations for policy, procedure, and legislative action by Louisville Metro Council to ensure that LMHA is utilizing best practices and sound policies and procedures in all phases of its work. It is also likely that the firm will be expected to present said report in a public meeting to the legislative body of Louisville Metro Government, the Louisville Metro Council. The services provided by the successful firm should address the following areas as part of their comprehensive review: A. Working with the Government Oversight/Audit and Appointments Committee (GOAAC) and LMHA residents. B. Investigating the nature and circumstance of substandard housing conditions found with units under LMHA’s oversight or control. C. Investigating the leadership, management, fiscal management, policies, and procedures in place at LMHA relative to or impacting housing conditions. D. Identifying any shortcomings in training, policy, systems, physical needs, staffing, funding, contract and/or management at LMHA. E. Preparing and presenting a detailed investigative summary, with recommendations for possible action by Louisville Metro Council. F. Utilizing subpoena power, where necessary and lawful, to compel the production of witnesses and documents.
