Specifications include, but are not limited to: C.5.1 Remediation of D.C. General Hospital Records C.5.1.1 The Contractor shall conduct the following for building #16 and #12 of the DCGH Campus: C.5.1.1.1 Prepare materials for processing, photo documentation for inventory only; C.5.1.1.2 Chemical treatment of records with visible high contaminates; C.5.1.1.3 Freeze dry materials as needed; C.5.1.1.4 Inspect materials for mold before, during and at conclusion of process; C.5.1.1.5 Transport materials to Gamma Irradiation Treatment; C.5.1.1.6 Transfer materials into new storage boxes; C.5.1.1.7 Materials ready for pickup and delivery to a DHCF approved storage location; C.5.1.1.8 Provide cleaning services using a variety of methods including High Efficiency Particulate Absorbing filter vacuuming and dry sponges, to remove surface mold, soot and/or particulate matter; C.5.1.2 Task I C.5.1.2.1 The Contractor shall separate and remove all historical and permanent records and transfer them into the District of Columbia Archives (or other designated facility) as instructed by the DC Archivist/Public Records Administrator. The Contractor shall properly process said permanent and historical documents for accession into the DC Archives as instructed by the DC Archivist/Public Records Administrator. C.5.1.2.2 The Contractor shall remove records from Building #16 and Building #12. C.5.1.2.3 The Contractor shall sort, stage, batch, organize and index moving boxes of decontaminated records, and separate records by records series. C.5.1.2.4 The Contractor shall place records in label/annotating file folders, and pack records folders in boxes by records series and identifiers, and place index individual box list and master list in each box. C.5.1.2.5 The Contractor shall barcode records and annotate the boxes with records group, accession number, and series description. C.5.1.2.6 The Contactor shall stage the boxes/pallets by accession number, batch the boxes/pallets by records series, and inspect the boxes/pallets for quality control and accession policies and procedures. C.5.1.2.7 The Contractor shall dispose/shred non-records and records that have met the terms and conditions of the records retention schedule. C.5.1.2.8 The Contractor shall identify, collect historical and permanently valuable records that are not contaminated, and packed in move boxes for transfer to NRC. The Contractor shall pack records in NRC approved boxes and coordinate the transfer of records and complete transfer paperwork, SF-135 form. C.5.1.2.9 The Contractor shall possess the necessary equipment to remove records on high floors of Building #16 that cannot be removed via most stairwells. C.5.1.2.10 The Contractor shall provide a project plan, which includes the Project Gantt chart, all steps/tasks, review, and revision time frames for documentation (i.e. schedules, plans, and system documentation), estimate of the hours of work required from Contractor staff within five days of contract award. The Project Gantt chart shall be updated as needed to reflect project status. C.5.1.2.11 The Contractor shall host (facilitate discussion) conference calls as needed and provide meeting minutes two days after the conference call.
