Specifications include, but are not limited to: • Provide a free downloadable app for Apple and Android devices and a responsive web link allowing the City of Keller branding for both the app and web link • Solution shall have mobile and web capabilities for the residents to report/submit issues with the ability to administer the content across all platforms: app, web platform and texting o USER CAPABILITIES • Allow residents to create an account • Allow residents to keep their contact information anonymous • Allow residents to view submissions from their account • Allow residents to attach photos and short videos to issue reports • Allow residents to view the status of submissions • Allow residents to follow and respond to reported issues • Prevent duplicate work order submissions • Provide web links and other City information through the app, such as o Keller website o Links to special announcements o Garbage and recycling days o Department-specific third-party applications o INTEGRATION • Develop two-way integration with Lucity to route reported issues. The app will also integrate with applications used by the Community Development and Finance/Utility Billing departments administered by Tyler Technologies and the city website and agenda system administered by Granicus. • The ERSI GIS Integration should allow the issue location to be captured as the nearest parcel address, nearest street address, or X/Y coordinates for requests such as potholes to import data. Address entry should not require city, state or zip code. The ESRI integration should also alert residents if they are attempting to report an issue outside of the Keller city limits and keep them from doing so. • Provide integration capabilities,such as an API for the city to add additional integrations if desired. o SYSTEM ADMINISTRATION • Allow city staff to securely administer app content. • Allow city staff to configure the system. Configurations include: o Adding, changing, and disabling request types and workflows o Adding, changing, and removing internal users and assigning their roles and departments • Allow in-house configuration of issue types and workflows to fit department needs • Allow in-house updates to workflow details, including submission fields and text descriptions • Provide a process for the management of app upgrades...
