Work performed under this RFQ requires contractors to assist MSDE with the support of implementation of grant Federal requirement reviews and youth program quality intervention reviews. The consultant monitored position will be responsible for conducting program compliance reviews of out-of-school time programs that have been awarded 21st CCLC awards. As one of the requirements of ESSA, MSDE must ensure that 21st CCLC programs are effective and continuously improving through program evaluation at the provider level. The contractor will: 1. Conduct program compliance reviews of two cohorts of 21st CCLC programs 21st CCLC programs utilizing the provided program monitoring/compliance tool. A program review consists of conducting a compliance review of a 21st CCLC grant program that operates either during the school year, during the school year and summer, or during the summer only. The compliance monitoring tool consists of indicators in the following areas: (1) program standards, assessment, and monitoring management; (2) program budget, adequacy of resources, and fiscal monitoring; and (3) program compliance with federal, state, and local health and safety standards. 2. Provide labor, and expertise required to provide consulting and monitoring services in conducting program compliance reviews of out-of-school time programs that have been awarded 21st CCLC grant awards. 3. Attend a mandatory two-hour orientation webinar for program monitors on April 23, 2024. During the webinar, the Department shall detail the grant monitoring process, furnish the 21st CCLC Monitoring Tool, monitoring schedule, and access to the assigned grantee Critical Elements folders. In addition, the Contractor must attend three additional one-hour trainings between September 2024 and September 2025. The dates for the additional training will be determined at a later date.
