Specifications include, but are not limited to: Project 1: Prepare the first Eugene-Springfield Multi-Jurisdictional Community Wildfire Protection Plan (CWPP) Annex for the Eugene-Springfield Metro Area (project area). This plan will be an annex to the Lane County Community Wildfire Protection Plan. The City of Eugene is seeking a consultant to facilitate whole community engagement and the planning process as well as prepare the CWPP for the project area. The planning process will utilize the methodology outlined in FEMA's Comprehensive Preparedness Guide (CPG) 101. The consultant, with support from the City of Eugene, will perform whole community outreach to identify wildfire risks, risk reduction measures, and community-scale evacuation planning. The CWPP annex will be used to form the basis for developing the Wildland-Urban Interface Fire Incident Annex (IA 3) to the Eugene-Springfield Multi-Jurisdictional Emergency Operations Plan. The CWPP shall identify community strategies for reducing the impacts of wildland urban interface fires along with promoting wildfire risk reduction activities for private and public lands within the project area. The City of Eugene will use the CWPP annex to: • Enhance public safety. • Improve economic resiliency through the identification and protection of critical infrastructure. • Restore and protect ecosystem health. • Raise public awareness about wildfire risks. • Educate landowners of their shared responsibility in wildfire protection. • Build new partnerships between local, state, and federal firefighting agencies, community organizations, and businesses. Project 2: A four-phase work program to develop evacuation plans for the Eugene-Springfield Metro Area.
