Specifications include, but are not limited to: The Hawaii State Public Library System seeks bids from qualified vendors to manage and provide a series of four 1-hour, in-person, entry level classes in each of our 51 branches on 6 islands, a minimum of four per month in each branch through May 31, 2025. Specifically, the scope of work entails: a. Provide digital navigators who are not only trained in basic digital literacy skills but also general adult learning theories to ensure they can support all learners. b. Provide a series of digital literacy workshops in each of our 51 branches each month that include: computer basics; internet and web (connectivity and navigation); how to be safe on the internet; and email basics. Participant learning outcomes include but are not limited to the following: identify and improve the use of essential computer hardware; access and improve the use of essential computer and internet applications and capabilities (i.e. opening a web browser, logging onto the internet, downloading a file, bookmarking a webpage); and develop an ongoing awareness of and how to use basic strategies/actions to improve safe internet use. c. Use the HSPLS-provided Northstar Digital Literacy platform to do pre- and postassessments of participant’s skills and curriculum. (Note: the curriculum may be adjusted to better meet the needs of the participants, but should keep within the same topics). Northstar is used for collecting learning outcome information and provide additional online learning opportunities for participants. d. Work with the City and County of Honolulu’s digital navigators’ program to provide digital literacy workshops in multiple languages, and other potential partners on neighbor islands. e. Work with branch managers to schedule workshops that fit the needs of the community and the schedule of the library. f. Manage workshop logistics: set-up; breakdown; and learner sign-ups for workshops. g. Partner with the HSPLS to develop and execute marketing and awareness campaign. h. Provide monthly participation and learning statistics and a final report on all workshops to the State Librarian to meet all reporting requirements of the grant. With these services/deliverables, HSPLS seeks to provide equitable access to digital literacy workshops in all of our communities, and ensure that people have the basic digital literacy skills they need to thrive at work and home.
