Specifications include, but are not limited to: The selected firm will design a solar program that addresses the unique needs and challenges of lowincome households in Tucson. The program design will include a narrative detailing the program vision, impact assessment, meaningful benefits plan, as well as a program administration narrative. Specifically, the selected firm will be responsible for the following tasks: assess local solar market; assess regulatory compliance; propose program eligibility criteria; propose program approach; propose incentive structure; conduct financial analysis; community and stakeholder engagement; monitor and evaluation. Task 1: Assess local solar market o Conduct a comprehensive analysis of the local solar market, evaluating its current state and growth potential. Utilize solar resource maps to identify areas with high solar potential for low-income, single-family households in Tucson. o Identify and profile major local players in the solar industry, including solar installation companies, equipment suppliers, and relevant service providers. Assess their market share, capabilities, areas of expertise, and consistency with product eligibility under Solar for All requirements.
