Specifications include, but are not limited to: The Commonwealth of Massachusetts Office of the State Treasurer and Receiver General (Treasury) is the state agency that manages and safeguards the state’s public deposits and investments through sound business practices for the exclusive benefits of Massachusetts citizens. The human resources department attracts, retains, and develops a diverse workforce that will be engaged and committed to supporting the Treasury’s mission and goals. Focusing on employee engagement strategies and new technologies, its training department will create and foster an environment where employees take pride in their work and make meaningful contributions to Treasury’s mission. The department is committed to fostering a culture of continuous improvement through the creation of innovative and comprehensive learning experiences, tools and resources with the hopes of instilling a sense of empowerment among employees. The activities that we will undertake to accomplish this include: A) Development of a Training and Development action plan and strategy. B) Construction & distribution of a training needs assessment survey, including reviewing results and making improvements. C) Creating a training resource library on the Treasury intranet to include training/development toolkits and learning resources for employees D) Developing learning tracks and curriculum based on identified focus areas, i.e. supervisor/manager skills, communication, team building and collaboration, leadership, etc. E) Offering outside professional and leadership development opportunities by leveraging existing programs offered internally and through other state agencies. The desired learning management system will feature: SCORM compatibility The ability for curriculum/learning paths to have contents placed in a specific order/hierarchy of learning. Learning paths created based upon recommendations using algorithm over a period. Organize and catalog learning materials. A library of career development training resources to choose from. Feature for live interaction with learners and skills assessments abilities Ability to measure data for reporting purposes.
