Specifications include, but are not limited to: WAHBE currently contracts for a CDST that provides consumers with assistance shopping for individual market qualified health plans (“QHP”) offered through HPF. The CDST provides consumers with personalized plan recommendations to support informed decision-making on which health plan best meets their needs and budget. WAHBE may expand to this to include Washington Apple Health Medicaid and dental plans in the future years. WAHBE’s current CDST, Smart Planfinder, offers a total out-of-pocket cost calculator and formulary search look-up; is integrated into the HPF platform; and provides a provider look-up that integrates with WAHBE’s provider directory. The CDST is used by individuals and families shopping for subsidized and unsubsidized individual market health plans through HPF (“Consumers” or “Users”). WAHBE’s contact with the current Vendor is nearing the end of the previous procurement’s lifecycle leading WAHBE to learn about marketplace offerings to support a future procurement. WAHBE wants to learn about opportunities in marketplace functionalities of CDSTs supporting health plan recommendations. WAHBE is also looking forward to learning about Vendors who have the capability to build additional components into the CDST tool in the future, such as quality rating scores. WAHBE looks forward to hearing from Vendors interested in providing a broader suite of tools alongside the total out-of-pocket cost calculator and formulary search, such as a network comparison tool or other tools that support plan shopping and enrollment.
