Specifications include, but are not limited to: The auditing firm awarded the contract will perform the annual audit pursuant to N.J.S.A. 18A:23-1 et seq., N.J.A.C. 6A:23A-16.1 et seq. and in accordance with the Standard Audit Programs and Procedures for Board of Education as distributed by the New Jersey Department of Education. The audit shall be appropriately planned with professional personnel assigned, sufficient to complete the audit within the mandated timelines and in accordance with Generally Accepted Auditing Standards “GAAS” and Generally Accepted Government Auditing Standards “GAGAS”. A compliance audit of Federal and State funds in accordance with the Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards, the Single Audit Act of 1984 Federal OMB Circular A-133 and State of New Jersey OMB Circular 15-08-OMB shall also be performed. The Public School Auditor must follow the rules of professional conduct required by N.J.A.C. 13:29-3 et seq. The auditing firm awarded the contract by the East Orange Board of Education (Board) shall prepare for the audit to be performed for the fiscal year period ending June 30, 2025. On or about December 1, 2024, the Auditors’ Management Report on Administrative Findings will provide twenty-five (20) copies of the Consolidated Annual Financial Report (CAFR) to include the Management Report, to the District’s School Business Administrator. In addition, twenty-five (20) copies of the synopsis and the transmittal of the Audit Summary diskette are to be delivered to the School Business Administrator. The auditing firm awarded the contract will provide audit progress reports as they may be required or requested to the School Business Administrator, containing the following: • Status of the audit • Comments and recommendations • Comments on previous recommendations The auditing firm awarded the contract will confer and discuss matters relating to the audit and financial practices of the school Districts as required, and attend meeting(s) of the Board’s Finance Committee for the purpose of presenting the audit upon completion. In addition, a public presentation will be given at a regular monthly Board meeting. Dates of said meetings are to be determined. Submission of the audit report past the New Jersey State mandated deadline is deemed non-compliant and a violation of the contract. The audit must include all requirements established by State and/or Federal governments for the full and accurate reporting of the District’s financial records.
