Specifications include, but are not limited to: The County envisions a partnership where the awarded vendor will have the right to utilize the property for equine-related services, activities and events, while ensuring that the County's objective to provide diverse offerings, both recreational and equine, is achieved. To successfully achieve this project, the awarded vendor shall: A. Manage, operate and maintain a successful equestrian facility and associated programming at Riverbend Equestrian Park. 1. Ensure that the park remains open to the general public during normal, operating hours; to meet the needs of the community, the County may consider modifying the normal operating hours. B. Adhere to all State Law requirements related to preserving contractor's and County's immunity from liability under Equine Liability Immunity Act, including: the warning notice requirements set out in such an act in all the contracts for professional or boarding services; and the displaying of warning notices on the premises as required by the Equine Immunity Liability Act. C. Adhere to all USDA required guidelines regarding animal care. D. Maintain appropriate insurance coverage for equine-related activities. E. Ensure that all equipment provided for equine services and activities are in good condition, properly maintained and meet the relevant safety standards. F. Comply with the County's Major and Minor Events' policies. G. Inspect and accept the barn, riding areas and pastures "as is." H. Open and close front gates in accordance with established park hours. I. Provide maintenance and upkeep of all existing buildings and equipment. J. Identify and notify appropriate parties/entities of any issue that is dangerous or unsafe for animals or people. K. Properly dispose of and remove all animal waste from the barn and premises including manure and shavings, in a timely manner in compliance with applicable regulations. L. Properly store hay or shavings in the barn. M. Inspect and repair all pasture fencing, as needed. N. Assume responsibility for dumpster/trash removal, at vendor's expense. O. Maintain unrestricted access to all areas of the park and buildings. P. Ensure that all animals are treated humanely and receive the highest standard of care including negative Coggins and all vaccines and recommended treatments. Q. Maintain arenas and drag the pastures to break up manure. R. Maintain general upkeep of the entrance and the property surrounding the park. S. Maintain pastures to include fertilizing, mowing and trimming trees, as needed. T. Notify designated County Representative immediately of any issues and/or concerns. U. Take special care to maintain and upkeep the existing County property, buildings, equipment, fixtures, etc. V. Obtain County approval prior to installing any permanent equipment or fixture; permanent fixtures will become County Property free and clear. W. Work with the County to improve the portion of Greenville County Rec's website, devoted to Riverbend Equestrian Park.
