Specifications include, but are not limited to: The scope of work involves providing expert consulting services to OCS in the specific area of electric utility cost allocation, class cost of service, and rate design. This work will include analyzing and making recommendations on rate design and class cost of service studies in RMP’s GRC. The scope of work will include: Analyze the reasonableness and technical accuracy of RMP’s filed cost-of-service study/model and results by class. Examine the appropriateness of the methods, data and assumptions that RMP relies on to functionalize, classify and allocate costs from the perspective of the customer classes OCS represents[footnoteRef:6]. It may be necessary for the expert to develop and propose an alternative cost allocation framework for purposes of spreading costs among customer classes; [6: Typically, OCS represents Schedule 23 (small commercial), Schedule 10 (irrigator), and all residential customers including Schedules 1, 2, 2E, and 3.] Identify any specific cost allocation factors that would be appropriate to be challenged on behalf of the OCS’s constituents and collaborate with OCS staff to propose alternate rate spread proposals; Work with OCS staff to analyze the reasonableness of RMP’s rate design proposals and potential alternate rate spread and rate design proposals; Analyze additional issues raised by other parties in the case (related to cost allocation and/or rate spread) which could materially impact the OCS’s constituents. All recommendations must be developed from the perspective of supportable regulatory policy and advocating in the best interests of residential and small commercial customers. PLEASE NOTE: OCS staff typically files testimony on fundamental policy issues and most rate design issues in GRCs. It is anticipated that the selected Offeror would work closely with the OCS to coordinate on the scope of work to ensure complete consistency but no overlap between the cost of service/cost allocation testimony and the rate design testimony.
