Specifications include, but are not limited to: 1. BALLOT SIZES AND AMOUNTS A. The following volumes are based on early projections and voter registration counts and may be increased or decreased at any time. In the case of an increase or decrease, Dakota County shall be liable for and pay an amount equal to the actual volume as adjusted and received times the unit price as specified in the bidder's proposal. Please refer to the dates as listed in these Specifications for delivery and as listed on Attachment G-6, G-7, and G-8. Tentative Ballot Production Calendar is approximate and subject to change by Dakota County. B. One optical scan ballot type will be required for the August 13, 2024, State Primary. Each ballot will be printed two sided on 8 ½” wide by 11" long paper. Use Dominion Voting approved paper stock. Dakota County may determine that a 14", 17” or 18" ballot is needed instead of the 11” ballot. Therefore, bidders are required to submit an alternate bid for the 14", 17” and 18" ballot. C. Ballot requirements for the August 13, 2024, State Primary are listed below. a. Approximately 521,000 ballots for Election Day and in-person absentee b. Approximately 28,000 absentee/mail/overseas ballots c. See Section 4 for ballot delivery dates d. See Attachment G-2 for ballot delivery locations D. One optical scan ballot type will be required for the November 5, 2024, State General Election. Each ballot will be printed as per Dominion Voting Systems ImageCast Printing Brief obtained when certified. Dakota County may determine that an 11", 14”, or 17” ballot is needed instead of the 18” ballot. Therefore, bidders are required to submit alternate bids for the 11”, 14” and 17" ballots. E. Ballot requirements for the November 5, 2024, State General Election are listed below. a. Approximately 785,000 ballots for Election Day and in-person absentee b. Approximately 84,000 absentee/mail/overseas ballots c. See Section 5 for ballot delivery dates d. See Attachment G-2 for ballot delivery locations 2. BALLOT FORMAT A. Portable document format (pdf) file with proper ballot layout, rotation sequences, will be provided by Dakota County on or about June 11, 2024, for the State Primary, and on or about August 22, 2024, for the State General Election. B. Ballots must be “shrink-wrapped" in counts of fifty (50) for each precinct. Counts should be done by machine count and weight count, weight count required and a 1% variance is acceptable.
