This Request for Proposals (RFP) will assist the County in selecting an experienced consultant, or team of consultants, to conduct a comprehensive and up-to-date IFFP and associated IFA study to determine appropriate impact fees for Fire/EMS, Sheriff, Commercial and Residential Water, Wastewater, Transportation (roads), Environmental Mitigation, and Parks and Recreation. The IFFP and IFA shall satisfy the requirements of Title 11, Chapter 36 of the Utah Code, “Impact Fees Act,” (Exhibit A) as well as other applicable federal and state laws. The County requires a thorough study and final report that evaluates County impact fees and associated facilities. This study will include a review of the County’s Facilities Master Plan, and must include the method of calculation, and documentation of relevant data in a manner that conforms to Utah State Code. Resultant IFFP and IFA should, where applicable and to the extent permitted by Utah State law, take into consideration Grand County’s large trail network, typical tourist (non-resident) use, and potential tourism growth alongside permanent resident growth.
