Specifications include, but are not limited to: A. Contractor shall provide On-call Construction Services for state agencies on an as needed basis and for specific projects as they arise. B. All work under this contract shall be performed per 2018 IBC, 2018 IFC, and NFPA codes. The contractor shall be familiar with these codes and their requirements. Any code interpretation questions shall be directed toward the contract user. C. All projects shall follow the Project Conditions as noted in section three. D. The maximum value of contracts allowed under this contract shall be $250,000.00. All projects required under this contract will be executed under the general project conditions section. E. An agency (contract user) may work with a single contractor, at their discretion, for projects/services expected to cost $25,000 or less without any additional competition. For these projects, the contractor shall invoice the agency for work performed based on rates provided in the bidder’s proposal. F. Agencies may, on occasion, require more extensive construction services for a specific project. These projects, expected to exceed $25,000, must be competitively bid with ALL contractors in a specific region by the agency/owner. For these projects, the contractor is expected to invoice the agency a lump sum amount upon satisfactory project completion or, if defined in the project solicitation, upon completion of established milestones or deliverables. Payment terms should be specified in the project award. Bid results will be provided by the agency to all contractors who have provided a bid for the work. The agency shall provide proper justification and documentation for any award not made to the low bidder due to schedule, timeframes, etc. G. Project bids shall include, but not limited to, all labor, materials, equipment, tools, transportation, supervision, permits licenses and taxes (as applicable) to perform the work prescribed on a project by project basis. H. Work is expected to take place during normal State of Kansas business hours. However, the contract user may require overtime services from the contractor. Any overtime must receive written approval from the contract user. Unless stated in a specific project solicitation, travel expenses are NOT allowed. I. A contractor is not required to bid on each project solicited and there is no guaranty of work by the State. J. The contractor will provide all necessary tools of the trade and be experienced in the purchase and installation of the following: -Custom mill-work and cabinetry fabrication -Solid Surface Countertops -Carpentry – finish and rough -EIFS and stucco, new and repairs -Light gauge metal framing -Gypsum drywall -Drywall finishing -Ultrawall products to include demountable partitions -Armstrong ceilings -USG ceiling and drywall products -Miscellaneous construction products -Concrete work for small projects such as sidewalks K. The contractor will provide detailed invoices of materials within 30 days of date of completion and certification by OFPM that all work is completed to standards. The vendor will be notified at this time where invoices shall be sent. L. Invoices: Any invoices shall be submitted and include supporting documentation consisting of “service order and certificate of time” sheet or similar document. Invoices shall include the following information: a. Project Number b. Building or work location c. Time call received d. Hourly rate e. Mileage f. Person authorizing the call g. Repair problem reported h. Date and time of arrival (exact time, not estimate) i. Date and time equipment returned to normal service j. Proof of list price of all parts used M. Unless otherwise communicated by the owner/contract user, materials and equipment shall be furnished by the contractor. N. The Office of Procurement and Contracts reserves the right to assess participation and evaluate performance of the selected contractors annually and have the option to refresh the list of contractors. O. The agency shall complete the Contractor Evaluation form Number 610 at the completion of each project and submit to Design Construction and Compliance as noted on the form. P. The agency may work with Design, Construction, and Compliance when it is necessary for that office to post and distribute plans and specifications for projects. Fees for those services can be discussed prior to performance.
