Specifications include, but are not limited to: THEC’s goal is to provide the highest quality security/all-hazards training for State of Tennessee higher education campuses and supporting personnel. The selected training provider will offer varying modalities of safety, security, and preparedness training to support this goal. Although the primary audience for this training will be campus law enforcement officers (LEOs) and public safety personnel, staff, faculty, and supporting personnel may also be allowed to attend. Examples of the classes to be offered could include Tactical Emergency Casualty Care (TECC), general security awareness training for non-LEO campus partners, single officer and team response to active shooter scenarios for LEOs, and similar related courses. The overall intent of this training contract is to allow THEC to respond to the training requests from state campuses in a dynamic and evolving way that acknowledges the reality that an all-hazards approach to campus safety and preparedness is not static and could change over the course of this five-year contract term. The successful provider needs to have the capacity to adapt and provide different courses over time if requested while still staying within the contract value. The successful provider will work with THEC staff to ensure that adequate time for training is provided. Likewise, classes will need to be coordinated with THEC staff for training locations and supporting facilities. The courses must be scheduled far enough in advance for THEC personnel to coordinate student attendance and participation. This coordination is expected to be a joint effort between THEC and the successful training provider.
