A successful proposer must demonstrate expertise working with BIPOC, marginalized, and frontline communities, an understanding of environmental justice issues and their impacts on those communities, and an ability to plan and conduct successful outreach and educational events. 1. Proposer should have a demonstrated track record of working with diverse, marginalized, and underserved communities, as well as knowledge of the barriers communities face when engaging with government personnel and programs. 2. Proposer should have an understanding of the impacts of Brownfields on community, and an ability to learn and share knowledge with community members and organizations in a peer-topeer format. 3. Proposer should have a strong foundational understanding of environmental justice concepts. 4. Proposer must be able to successfully subcontract with 1-2 other community-based organizations to collaborate on this project and reach a wider audience. 5. Proposer must be able to manage subconsultants, collaborate with organizational and agency partners, meet project metrics, and submit deliverables on an agreed upon timeline. 6. The proposer and any subcontractors shall conduct Brownfield outreach in a culturally inclusive manner in East Portland and agreed-upon neighborhoods west of I-205. 7. The Proposer shall distribute outreach material provided by the Portland Brownfield Program and may lead or assist with development of new outreach materials. 8. The Proposer shall track interactions with the community and gather data on numbers of attendees engaged through outreach and events.
