Specifications include, but are not limited to: A general market analysis of Downtown Champaign relative to the City of Champaign. This should include neighborhood demographic trends, demand for and utilization of housing for different levels of household income, retail space, and analysis of building vacancy. This information should be presented with visuals (charts. tables and maps) and so it may be incorporated into the Existing Conditions of the 2026 Downtown Plan. A list of potential developments that could diversify Downtown Champaign’s land use, accommodate broader residential demographics, and ensure downtown is welcoming to lower-income and BIPOC residents. This should incorporate public input provided by City staff and existing planning guidance from the Champaign Tomorrow 2021 Comprehensive Plan, the 2006 Downtown Plan and the Neil Street Corridor Plan. A list of sites most conducive to each type of potential development in the Downtown Study Area. This would take opportunity sites identified by City staff and review their zoning regulation, land ownership, existing infrastructure, market demand and other factors that may impact real estate finance at that site.
