Specifications include, but are not limited to: The City of Champaign, IL is pleased to issue this Request for Qualifications (RFQ) to conduct a market and development analysis for the 2026 Downtown Plan. The market analysis would include community and neighborhood demographic trends, demand for and utilization of housing, retail and office space, and seek to understand vacancy of ground floor and upper floor building space downtown. The development analysis aims to promote development that would enhance downtown’s livability and transform it into a more complete 24/7 neighborhood. The consultant would take existing planning documents and public input gathered by City staff to propose development recommendations in the Downtown Study Area. The consultant would then evaluate the real estate financial hurdles, regulatory constraints and infrastructure barriers facing those types of developments at opportunity sites identified by City staff. The consultant would summarize these barriers, propose solutions to overcome them, and present a final report with an implementation outline for elected officials and the general public.
