Specifications include, but are not limited to: The request is for a revenue increase of approximately $125.6 million to produce the Company’s requested 5.15 percent fair value rate of return. This is an approximately 11.88 percent increase over current revenues. SWG is not requesting a change to its current Commission-approved rate design which consists of a monthly basic service charge, a volumetric rate, and for its transportation customers, a demand rate. In addition, SWG has indicated that the company is seeking a positive Return on Fair Value Increment of 0.81 percent and that rates be set based on a Fair Value Rate Base and Fair Value Rate of Return. SWG is requesting approval of the proposed System Improvement Benefit (“SIB”) Mechanism which would be intended to recover the revenue requirement for non-revenue producing investments between rate cases. SWG is requesting approval to revise its Regulatory Expense Surcharge to be set as a volumetric rate adjustment instead of the current per customer charge and Purchased Gas Adjustor (“PGA”) to include two proposed new components to the PGA, the Unrecovered Gas Cost Expense (“UGCE”) provision and the Incremental Upstream Pipeline Charge (“IPC”) rate. In addition to changes to its Statement of Rates to reflect the requested rates resulting from the proposed cost of service, SWG is proposing the following changes to its Arizona Gas Tariff: ▪ Remove tariff language related to Master-Metered Mobile Home Parks. ▪ Revise tariff language related to T-1 Transportation Customer-Secured Natural Gas. ▪ Eliminate Standby Gas Service tariff schedule. ▪ Revise tariff language related to the PGA, including adding language related to the proposed UGCE provision and IPC rate. ▪ Add new tariff schedules for the UGCE provision and IPC rate. ▪ Revise tariff language related to the Delivery Charge Adjustment (DCA) mechanism regarding SWG’s proposal to modify the interest rate component. ▪ Revise tariff language related to establishment of service, billing and collection, and termination of service.
