Specifications include, but are not limited to: Roadway Design: • The roadway design shall include public input per Resolution No. 2024-1876. • The existing roadway varies in width throughout the corridor but is primarily made up of two travel lanes, one southbound and one northbound. In the narrowest quarter mile of the corridor there are two lanes with shoulders of varying widths. The remainder of the existing corridor, north to Phippen Trail and 6 south to Willow Lake Road, includes a center turn lane and shoulders of 3-4 ft on each side of the roadway. • Recommendations shall include improvements necessary to maintain a traffic Level of Service (LOS) C for 20 years. • The project may require rock removal. • The Consultant shall perform a stand-alone traffic report. • The 15% roadway alternate design concepts, and the included traffic report, shall be presented to the City Council at two (2) work study sessions and at two (2) public hearings. Assessment of Alternatives: • Develop roadway alternatives for analysis, this shall include widening of the roadway to a 4-lane section as recommended in the latest CYMPO Regional Transportation Plan, and other alternatives including but not limited to the use of medians, intersection traffic control (signalization and/or roundabouts), limited widening, access control, flex lanes and any other alternatives which may provide improved capacity and operations. • Coordinate with City staff and other partners to develop evaluation criteria. Evaluation criteria shall include utilities, operation, and maintenance impacts. • Establish the preliminary purpose and need for the roadway improvements, including potential transportation benefits. • Perform alternatives analysis and select the preferred alternative. o Consultant will evaluate LOS and operational impact. o Two alternative selection phases are anticipated. The first shall provide a comparison of each identified alternative and screen them using initial evaluation criteria to narrow them to three (3) final alternatives. The second screening shall rank them and provide a recommended alternative.
